Apply Holds form: Credit Check Failure hold is not visible in the Hold Name list of values

User released a Credit Check Failure hold by mistake and is required to apply the hold back. In order to do that, he assigned the super user responsibility to the hold with the "Apply Hold" action ( OM: Setup >Orders> Holds).
However, when going back to the sales order and try to re-apply the hold, the Credit Check Failure hold is not in the list of values for Holds. ( Sales Orders form> Actions button > Apply Holds).
