Unable To View Online Booking / Tendering With Dispatch Location User (Doc ID 1195908.1)

When setting up a user association login in the SERVPROV domain as a Dispatch Location, the shipments are not showing up in the online booking / tendering screen as expected.

The issue can be reproduced at will with the following steps:
1. Log into OTM as a Dispatch Service Provider.
2. Click on Online Booking and Tendering.
3. Run a broad search.
4. Note no shipments are found.
5. Log out and back into OTM As the Service Provider.
6. Click on Online Booking and Tendering.
7. Run a broad search.
8. Note the shipments expected are found.
