Oracle Email Center - Outbox Processer Error: IEM_OUTBOX_ERRORS relaying denied or Relay access denied

Find emails sent out of email center application to the outside world are not being process. Instead are staying at pending status in the agent's console 'Todays Activity' bin. In 11.5.10 there is an error logged in the IEM_OUTBOX_ERRORS table and in R12 the error is posted to the screen:


The issue can be reproduced at will with the following steps:
1. Agent Console
2. Reply or create a new message and send
3. Today Activity Bin shows the Pending count increasing and not going down.


Autoprocessed Emails are not resolved and remain in the iem_rt_proc_emails table with Queue_Status Q.
