Healthcare Rule Change for Dependent Eligible Age - Adding Previously Aged Out Dependent Makes Coverage Start Date go to Original Start Date (Doc ID 1199189.1)

Have a child who was covered from 2003 to May 2008 and was end dated on his contact record of May 18, 2008 when he initially became ineligible. The dependent needs to be added back on for Open Enrollment.

Find when you remove his end date, and process Open Enrollment - the process automatically covers him and it starts his coverage back to 2003, but it should start on 1/1/2011.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Remove End date on contact (child) who was previously end dated
2. Run Open Enrollment
3. Go into non flex form, save election
4. Go to Dependent form and notice the child who I removed the end date is automatically checked as being covered.

Note: It did not ask to check him as being covered even though he had not had coverage since 2008.  It reinstated the dependent back to his original start date of coverage to 2003. It basically ignores the fact he was end dated back in 2008 and should not have coverage from 2008 through end of this year.
