Unable To Apply Manual Price Adjustments To Multiple Quote Lines (Doc ID 1199274.1)

On : 11.5.10.2 version, FORMS User Interface

Unable to apply manual adjustments.
Adjustment is available only to the most recent quote line, all previous lines does not have the manual adjustment modifier in the LOV.
This issue happens for both standard items and configured items.
Manual modifier appears for line 1, however, as soon line 2 was saved, line 1 loses (modifier LOV was empty).
Pricing entire quote with "Price Quote" button resolves the issue.

EXPECTED BEHAVIOR

Expect modifier to be available in the LOV on price adjustments form for all lines instead of only for recent line.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Quote in forms
2. Add line 1
3. Actions > Price Adjustments
4. Check LOV for modifiers, you will see one manual adj modifier
5. Add line 2
6. Actions > Price Adjustments
7. Check LOV for modifiers, you will see one manual adj modifier
8. Go back to line 1
9. Actions > Price Adjustments
10. Check LOV for modifiers, you will see:
"FRM-41830: List of Values contains no entries."
