Installed Base Trackable Flag Cannot Be Updated For Item With Zero Onhand Quantity

Information in this document applies to any platform.
When you try to check the 'Track in Installed Base' box in the Item Master for the Master Organization, you see the following message:
"Installed Base Trackable can not be updated since Onhand trackable exists".
The issue can be reproduced at will with the following steps:
Go to the Inventory Manager Responsibility >
Navigate to Master Items form >
Go to the Service Tab in the Item Master Form >
Attempt to check the Track in Installed Base flag and get the following error message
"Install Base Trackable can not be updated since Onhand trackable exists"
even though no onhand quantity exists for the item.
