Performance Issue in Receiving Transaction Processor while using ROI to import Receipts with large Serial Quantities (Doc ID 1205423.1)

Receiving Transaction Processor (RTP) encounters performance hurdles while importing receipts for large quantities using Receiving Open Interface (ROI) for Serial Controlled items.

Steps to Replicate the issue:
a. Populate interface tables rcv_header_interface (RHI), rcv_transactions_interface (RTI) and mtl_serial_numbers_interface (MSNI).
b. Run Receiving Transaction Processor.
c. Observe poor performance.

For 10,000 Serial Numbers, it takes 5 min 44 sec to complete.
For 1,00,000 Serial Numbers it takes around 54 min 3 sec to complete.
Same performance problem may be encountered in the following situation: doing Miscellaneous Receipt transactions for serial controlled items. (example: 700 thousands item serials take 30 minutes to be saved)
