R12: AP: Unable To Create Bank Account Transfer After Enabling a Descriptive Flexfield on the Bank Account Transfers Form

Symptoms
When you select the descriptive flexfield (dff) values, and click on the Apply and Validate button, the following error appears and all information related to the bank account transfer is removed:
"oracle.jbo.RowValException: JBO-27012: Row validation method validate() failed for row with key oracle.jbo.Key[14652 ] in PaymentTransactionsEO"
