Personalization Screen Shows Oracle.Apps.Fnd.Framework.Oaexception: Message Not Found. (Doc ID 1206783.1)

Symptoms

When attempting to personalize a compensation plan, the following error occurs:

Exception Details.
oracle.apps.fnd.framework.OAException: Message not found. Application: FND, Message Name: FND_VIEWOBJECT_NOT_FOUND. Tokens: VONAME = CompPlanSumVO1; APPLICATION_MODULE = oracle.apps.fnd.framework.personalization.server.MainAM;
at oracle.apps.fnd.framework.webui.OAPageErrorHandler.prepareException(OAPageErrorHandler.java:1247)
at oracle.apps.fnd.framework.webui.OAPageBean.preparePage(OAPageBean.java:2163)
at oracle.apps.fnd.framework.webui.OAPageBean.preparePage(OAPageBean.java:543)
at oracle.apps.fnd.framework.webui.OAPageBean.preparePage(OAPageBean.java:431)
at _OA._jspService(_OA.java:212)

The issue can be reproduced at will with the following steps:

(1)  Log in to Plan Administrator > Maintain Compensation Plans > Click on personalize page

(2)  Advance Table Compensation Plan > Display child items > column headers > 
Select Message Styled Text: Name and click on personalize
> Change the search allowed property to true at the responsibility level and save the changes. – this is used in adding the data filters

(3)  Click on personalize on Advanced Table: Compensation Plan... to add the query to restrict the compensation plan names for this responsibility

(4)  Click on the query property to add data filter for name field.

(5)  It should error out at this stage > cannot add the data filters.
