EGOIOIMP - User With Item Org Assign Privilege Not Able To Do This Using Import From Excel (INV_IOI_NOT_CATALOG_USER)

Users with "Edit Item Organization Assignments" Privilege cannot use the Import from Excel (or APIs) for organization assignment due to the following error.
Expect that with "Edit Item Organization Assignments" Privilege that the users could assign organizations.
Users do not have full Catalog Category permissions, but instead only have Item Org Assign, or Edit Item, or Edit for specific attribute groups for specific organizations or specific Catalog Categories. Without "Item Catalog Category User" setting at the Catalog Category level in the Setup Workbench, the user appears to be unable to do any org assignment, or specific attribute group updates in the master organization via the "Import from Excel" or API interfaces. But those tasks are successful within the APC items form.
1. Give user Edit Item privilege but NOT Catalog Category permissions.
2. Update an item assignment via the form.
3. Works fine.
4. Import item assignment from Excel
1. Users with full item privileges ("Item Catalog Category User") have no issues.
2. This worked fine on PLM E13 (Before applying PLM E18).
3. Users can update the organization assignments using the PLM forms.
What was already tried?
Tried the <Patch 8654030> from <Note 979768.1> - "Privilege Error INV_IOI_ITEM_ORGASSIGN_PRIV" but the issue remained.
Users unable to do work. Must request a different user with different permissions to do tasks.
Or do Item org assignments manually, one item at a time instead of import from Excel for multiple items. Takes much longer to do this way.
Recently applied PLM Rollup patch E18 (from E13).
Before the patches, users assigned the "Edit Item Organization Assignments" Privilege in Advanced Product Catalog were able to assign items to new organizations in both the APC Item Catalog form as well as via Import from Excel and custom forms that utilize the item Import APIs. Now, after PLM rollup E18 is applied, users can only do organization assignments via the Item Catalog form, and not via Import from Excel.
