Cannot Create Instance With Date Format(Yyyy-Mm-Dd): ORA-01841 CSI_PARTY_RELATIONSHIPS_PVT Procedure CREATE_INST_PARTY_ACCOUNT (Doc ID 1208597.1)

When attempting to create an item instance after date format changed to YYYY-MMM-DD, the following error occurs.

'ORA-01841: (full) year must be between -4713 and +9999, and not be 0 in Package CSI_PARTY_RELATIONSHIPS_PVT Procedure CREATE_INST_PARTY_ACCOUNT'

1. Login to application > go to Preferences link > set date format as YYYY-MMM-DD
2. Go to Install Base responsibility > create item instance > error occurs

Note: If date format is set as DD-MMM-YYYY, item instance can be created without errors.
