Symptoms
On :R12.
When attempting to import expense report, the following rejection occurs.
REJECTION

ZX_TAX_RATE_NOT_EFFECTIVE
The issue can be reproduced at will with the following steps:
1. Create Payables Expense Reports with tax information selected.
2. Run Expense report Export
3. Expense reports are rejected with ZX_TAX_RATE_NOT_EFFECTIVE.
The issue has the following business impact:
Due to this issue, users cannot import expense reports documents.
