Cannot Inactivate Price Lists Nor End Date Them - FRM-40200: Field is protected against update - Fields Are Gray (Doc ID 1210464.1)

Symptoms

Find one cannot enter an effective end date nor uncheck active on price lists.
The effective end date is grayed out.

When attempting to uncheck the active flag, the following error occurs.

ERROR
FRM-40200: Field is protected against update



STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Pricing Manager
2. Navigate to: Price List > Price List Setup
3. Query an existing price list.
    The effective end date is grayed out
    Active flag is not grayed out
4. Tried to click on the Active button to uncheck the check mark, but received an error message,
     at the bottom of the form,  “FRM-40200: Field is protected against update”.
