How does one exclude access to the Web ADI journal upload functionality?

Is there a way to prevent some users from being able to access WebADI to upload journals?
They still need to have the ability to import journals from subledgers in General Ledger.

To do this,  exclude the functions Enter Budget Journals, Enter Journals,
Enter Encumbrances, and Import Journals.  However when these functions are excluded,
the user would not be able to import through the General Ledger application or WebADI.

With only the WebADI responsibilities removed from the menu, users can still access WebADI from
worksheets that have been saved on the desktop. Even when the worksheets are removed,
authorized users can still re-share the worksheets with users that were excluded.
