Jobs hang indefinitely on SMTP and HTTP threads if there is a loss of network connectivity. Unless they are manually intervened, these jobs (e. g. sending email tenders) never clear and they hang the threads.
The threads then have to be manually killed and re-added. If nobody is aware of a network drop, the threads back up indefinitely.
