Subinventory Transfer For Consigned Item Implicit Consumption Not Working

Symptoms
On : 12.1.1 version, Inventory Transactions
Regardless of "Consumption Set Up" for consigned item, when you try to perform a subinventory transfer txn it is not working.
When you fill out the txn form the LOV field 'To Subinv' is empty. You can't save the txn and when you try to get the LOV for this field the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
- Consumption setup
- Subinventory transfer with consigned item
- Try to get the subinventory transfer done
- To Subinv field is empty and when try to get LOV you receive error
