Email Center Not Processing Incoming Emails, Concurrent Program Not Started (Doc ID 1215013.1)

Symptoms

Inbound emails no longer being received in Oracle Email Center.

Rules to automatically create SRs are not reached.

The Download Processor Error page can display errors of the following type:
