Tasks Created Without Planned Dates Jeopardize Optimal Trip Creation

Find that when planned dates for personal tasks are not populated, the Advanced Scheduler does not calculate the cost for assigning other, regular, Field Service tasks when profile option 'CSR: Include Commute Cost to Home for Empty trip' - is set to "No". Instead of ignoring the empty shifts in the cost calculation, it seems to behave as if the profile is set to "Yes". This happens only when there are personal tasks without planned dates in the trip.
As a result, the 'wrong' resources are selected for the new task assignment, as the cost appears to be lower (but the cost was calculated wrongly)
The issue can be reproduced at will with the following steps:
1. Set up the Scheduler Profile Option: 'CSR:Include Cost to commute Home from Empty trip' - to "NO".
2. Create some internal tasks - e.g - picking parts pick-up. Do NOT key in planned dates for those tasks.
3. Schedule new tasks with Scheduler; Scheduler computes the costs as if the above profile option was set to "YES" , although it was still set to "NO".
