R12: Error "The Installer Cannot Find Ascontrol In The Oc4j Instance" When Upgrading to AS (Doc ID 1226766.1)

When attempting to do an upgrade AS10g to following "Upgrading to the Latest OracleAS 10g 10.1.3.x Patch Set in Oracle E-Business Suite Release 12" - <Note 454811.1>,
the following error is reported at section 3, step 2 (Apply OracleAS Patch set):

The installer cannot find the system application ascontrol ("opmnctl status -app") in the OC4J instance. All system applications should be present even if they are in a stopped or non-routable state. This is generally due to a situation where OPMN has been shutdown and cannot be started by the installer. Please make sure OPMN is started and that the OC4J instance is running in order to continue with the patchset installation.
