Error: Delivery Pick-Up Location Does Not Match With The Organization (Doc ID 1227174.1)

Delivery program calls the API to create and assign a delivery, which in-turn calls the
WSH_DELIVERIES_GRP.Validate_Delivery to validate the open delivery associated with the order.

One of the validations is to compare the Pick up Location ID associated with Delivery and the Location ID associated with the organization. 

Orders are failing the Delivery Grouping rule, because the Pick Up location is different than the Delivery Location.  When AutoCreating a delivery, if both values are different then the following error is raised:

If location is updated, after a delivery or trip is created then this will cause problems when trying to pick release, inventory interface, plan deliveries in OTM and export lines to GTM. 
For example, Delivery details have a different ship from location than a pick release rule.

Locations are setup in Inventory by the following:L
In Inventory->Setup->Organizations->organizations, query Ship From Org and change the location to a different location.
