ECO Open Interface Completes with Error message of The parent item you are referencing in component does not exist on ECO

Symptoms
When attempting to load revised items and/or components using a custom process populating the ECO interface tables. The revised items and/or components are not getting inserted even though when viewing ENCOIN concurrent program it says completed normal but messages similar to the following are displayed in the log file:
The parent item X you are referencing in component Y does not exist on ECO 9999.
STEPS

The issue can be reproduced at will with the following steps:
Create the ECO Header Manually without the revised Items or Components.
Populate the ECO interface tables.
eng_revised_items_interface
bom_inventory_comps_interface
eng_eng_changes_interface
Launch the ECO Open Interface to Update the ECO with the revised items and Components.
ECO Open Interface Completes Successfully but the log file has errors stating that severe errors have occurred and it does not Insert the revised items or components into the ECO.
