The business reason for these being accessible in OCO is the following: from a role, process perspective, these contact restrictions/preferences are key components of the customer data model.
The maintenance of these should be able to be performed by a customer data steward/analyst, rather than having them maintain them through a customer care role or telesales role.
Generally speaking, core/key customer data should be visible and updatable in OCO.
