WIP Move Transaction Manager Is Not Starting Automatically (Doc ID 1232679.1)

Goal

WIP (Work in Process) Move Transactions Manager is not processing records from the interface and it must be manually started each time. After a run, the manager returns to status Inactive.

This is a problem specially for OSP (Outside Processing) when performing the receiving against OSP items which are linked to PO Move charge type OSP Resources. In this case, records are inserted into WIP_MOVE_TXN_INTERFACE but the manager is not starting hence the records remain unprocessed. (pending move transactions in the interface)
