R12 FSG returning zero value when Period of interest used in Row Set

Information in this document applies to any platform.
Example of what is being defined:
One column column set without a amount type defined
Two row rowset that have the same account combination defined for each.
Both are using the Actual YTD amount type.
Row 1 is using a period offset of -1
Row 2 is not using a period offset.
Expectations are that row 1 would return the prior period YTD ending balance for the specified account. Row 2 would return the current period YTD ending balance.
What is instead returned is zero values for both... even when there are non zero values that should be returned.
Example of output:
XXX US Date: 07-OCT-10 17:46:12
Test Top Cash FSG: FP-TOP CASH FLOW Page: 1
Current Period: APR-10
No specific Ledger requested
0100 Cash Account - Prior Period YTD 0
0100 Cash Account - Current Period YTD 0
Expectations are that the correct YTD balance figures would be displayed and not zero values.
