iStore Guest User Cannot Browse Site When Access Is Restricted For Certain Responsibilities

After setting up two stores for different operating units with restrict access by responsibility find that the Guest user is not allowed access -
1. Store 1 -is connected to responsibility IBE_CUSTOMER_XX (Operating Unit 1)
2.Store 2 - is connected to responsibility IBE_CUSTOMER (Operating Unit 2 )
The Sites are setup with the following flags checked ;-
"Allow un-registered users to browse the site"
"Restrict Customer Access By Resp"
However, when a Guest user (walk-in) attempts to access the store they are not allowed to view the site and the login with password screen is shown.
The Guest user should be able to access the store without having to login.
1. Setup Two stores with access restricted by responsibility and allow un-registered users (walk-in users)
2. Add both responsibilities to Guest user
3. Attempt to access iStore as Guest user and login screen is shown
Due to this issue, guest users are unable to access store
