Transaction Allowed When Subinventory Status Disallows

Symptoms
The Select Available Inventory form is not correctly considering Material Status at Subinventory / Locator / Lot level for an Organization where 'Material Status at on-hand' is not switched on.
The setup is :
Subinventory = Disallow Sales Order staging
Locator = Allow all transactions
Lot Status = Allow all transactions
The On-Hand Status screen shows that Sales Order staging is disallowed for this Item / Quantity.
However Select Available / Pick Lots allows the quantity to be selected for Sales Order staging.
