Customer Form, Contacts Issue: Creating a New Contact Raises the Error: A value must be entered for Address Line 1

In release 12.1.2 and 12.1.3, when creating a new customer Contact at the Site Level, the system requires an address. When one is not provided, the following error is raised:
A value must be entered for Address Line 1
Steps to Reproduce:
Responsibility: Receivables Manager.
Navigation: Customers > Standard
Create a Customer, define an Account and a Site, and then create a Contact for that site. Upon saving the error is raised.
In 11i Receivables Application, creating a contact at the site level, did not require we enter an address for the contact.
