"START DATE MUST BE EARLIER OR EQUAL TO END DATE" Error Seen Due to Time Zone Conversions

A shipment is created where the End Time is earlier than the Start Time due to time zone conversions. When this shipment is edited in the UI and then attempted to save, the following error is presented:
"Start Date must be earlier or equal to End Date"
