CSF_ALERTS_PUB Invalid After R12.0.6 Patch (Doc ID 1238993.1)

Symptoms

When attempting to apply the patch to bring the application from 12.0.3 to 12.0.6,  the following error occurs.

SQL> alter package CSF_ALERTS_PUB compile body;

Warning: Package Body altered with compilation errors.

SQL> show errors
Errors for PACKAGE BODY CSF_ALERTS_PUB:

LINE/COL ERROR
-------- -----------------------------------------------------------------
0/0 PL/SQL: Compilation unit analysis terminated
1/14 PLS-00201: identifier 'CSF_ALERTS_PUB' must be declared
1/14 PLS-00304: cannot compile body of 'CSF_ALERTS_PUB' without its specification

SQL> Alter package CSF_ALERTS_PUB compile;
Alter package CSF_ALERTS_PUB compile
*
ERROR at line 1:
ORA-04043: object CSF_ALERTS_PUB does not exist

SQL> select text from dba_errors
where name = 'CSF_ALERTS_PUB'; 2

TEXT
--------------------------------------------------------------------------------
PLS-00201: identifier 'CSF_ALERTS_PUB' must be declared
PLS-00304: cannot compile body of 'CSF_ALERTS_PUB' without its specification
PL/SQL: Compilation unit analysis terminated


The issue can be reproduced at will by applying the 12.0.6 patch.
