Open Interface-'Asset association is mandatory for item instances owned by internal party' (Doc ID 1240555.1)

Symptoms

On : 12.1.1 version,

When attempting to use Install Base Open Interface to import Item Instances with the owner party as the Internal party set in the Install Base Parameters form the below error occurs. Loading a record for the csi_i_asset_interface table giving the FA Asset details and re-running the Install Base Open Interface program then creates the Item Instance without error. When creating an Internal Item Instance for the Internal Party in the Install Base form "Create Item Instance" it does not ask for the FA Asset details and creates the instance without error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load record into the csi_instance_interface and csi_i_party_interface tables.
2. Set the following values in CSI_I_PARTY_INTERFACE as below:
PARTY_SOURCE_TABLE = 'HZ_PARTIES' ,
PARTY_RELATIONSHIP_TYPE_CODE = 'OWNER'
CONTACT_FLAG = 'N'
3. Run "Install Base Open Interface"

The issue has the following business impact:
Due to this issue, there is inconsistency between the Install Base UI and Install Base Open Interface program on required data to be entered to create an Item Instance.
