Resetting the Password in iStore with Profile "Signon Password No Reuse" Enabled Gives Application Error

When attempting to change password to a previously used password for an iStore registered user with the profile "Signon Password No Reuse" enabled the following error occurs.
oracle.apps.jtf.base.resources.FrameworkException: Must not reuse a recently used password. Please supply a different password.
The issue can be reproduced at will with the following steps:
1. Set profile option "Signon Password No Reuse"
2. Sign into iStore
3. Select Profiles
4. Administration Tab
5. Query an existing user
6. Change password
7. Enter a password that has been used previously
