Autoconfig Fails During Applying Patch (8919491)

In the process of upgrading from 12.1.2 to 12.1.3 the following scenario occurs:

Upgraded JDK to JDK before trying to upgrade to 12.1.3.
When applying the 12.1.3 <Patch 8919491>, the following error occurs in the autoconfig run of the patch:
