Symptoms
Mass Appraisals Creation concurrent failed, and the following error can be found on process log:
ORA-20001: The appraisal end date must be later than or equal to appraisal start date.
Number of errors occured:1, 88
Maximum errors allowed:0, 89
Leaving:hr_wpm_mass_apr_push.appraisal_push, 90
The number of errors exceeds the maximum number allowed.

STEPS
The issue can be reproduced at will with the following steps:
1. Using HR Professional responsibility.
2. Navigate to Performance Management page.
3. Go to Batch Requests > Run Mass Appraisal Creation.
4. Concurrent Mass Appraisal Creation finish in error.
