'The Template Preview has failed' Error When Previewing Contract Template

Symptoms
When attempting to preview SOME contract templates in Contract Terms Administrator responsibility, the following error occurs.
Error:
The Template Preview has failed. Please try again. If the problem persists, please contact the System Administrator.
Java detailed error is:
java.lang.ClassCastException: oracle.apps.xdo.template.fo.elements.FOInline cannot be cast to oracle.apps.xdo.template.fo.elements.FOBlock

Steps to reproduce:
The issue can be reproduced at will with the following steps:
1. Go to (R) Contract Terms Library
2. Create a contract template with multiple clauses
3. Use the standard template layout
4. Go to Actions > preview
- the error occurs
