Mass Settlement Zero Balance - Not Able To Complete (Doc ID 1250774.1)

Symptoms

On : 12.0.4 version, Claim Settlement
Test and production environment ( This is not happening every time; it is happening randmoly)

Find Mass settlement process is not able to complete.

EXPECTED BEHAVIOR
-----------------------
Expect that process would execute and complete

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Trade Management User > Mass Settlement > Create
2. Select claims ( include DED adn OPM) and transactions ( credit memos) and the balance should be zero click on submit ( finish 3 steps)

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the mass settlement process
