R12 BI Publisher reports with graph included fail with error "String index out of range: -1" (Doc ID 1251964.1)

Symptoms

On Oracle Applications 12.0.x with 64Bit OS:
After creating RTF template that include dynamic graph based on runtime data and attaching it to a report then run that report it is failing with the following error.

But when testing the same template along with XML data file on BIP Desktop 10.1.3.4.1, the generated output as PDF is working perfectly with no error.
