Why are Users not Allowed to Open the Shipping Transactions Form, After their Shipping Role is End-dated?

Goal
If a user has never been given any shipping grants (Navigate: Shipping->Setup->Grants and Roles->Grants), that user can open the shipping transactions form, query for data, and view the data, but cannot perform any shipping functions. However, if that same user is granted any role, and that role is later end-dated, when that user attempts to open the shipping transactions form, the following Note box occurs.
