R12 - 'Relationship Manager' Menu Under Trading Community Manager Responsibility is Not Working (Doc ID 1259564.1)

In R12.1.3, the menu Relationship Manager under Trading Community Manager responsibility is not working.  When click to open 'Party' or 'Setup', nothing happens.

Steps to reproduce:

-Trading Community Manager, N: Relationship Manager
-Under Relationship Manager, there are two submenus: Party, Setup
-Click to open either one (Party or Setup). Nothing happens.
