The Service Contracts Main Billing log shows the error 'Failed in get next level of coverage' for Usage Lines (Doc ID 1259864.1)

Symptoms

The Service Contracts Main Billing concurrent program fails to correctly bill some Usage lines.  The following error can be seen in the concurrent program log:

Failed in get next level of coverage

Steps
1. Create a Service Contract with a Usage line and subline.
2. Activate the contract.
3. Run the Service Contracts Main Billing program.
