Service Contracts Main Billing shows error 'Failed in get next level of coverage' for Usage Lines

Service Contracts Main Billing concurrent program fails to correctly bill some Usage lines. The following error can be seen in the concurrent program log:
Failed in get next level of coverage
Steps to reproduce:
1. Create a service contract with usage line and subline.
2. Activate the contract.
3. Run Service Contracts Main Billing.
