How to Show Different Input Values for Managers and Employees for Individual Compensation Distributions (ICD)?

Information in this document applies to any platform.
Currently, the Individual Compensation Distributions page in Self-Service is showing all the input values which are created as a part of payroll element input values.
The business requirement is to limit the input values accessible by the external user (employee) as well as the manager.
Also some of the element input values should not be visible to Submitter/Manager, ex: Pay Value.
How can this be done ?
