Transactions Stuck In Transaction Open Interface with Error 'Cost Group is either not entered or not valid for the given organization'

Symptoms
Transactions are failing in the Transaction Open Interface with the following error even though the COST_GROUP_ID has been entered for the subinventory:
Error:
Cost Group is either not entered or not valid for the given organization
Steps:
The issue can be reproduced at will with the following steps:
1. Import transactions through Transaction Interface with Cost Group ID for the subinventory entered
2. Inventory transaction worker completes with error.
3. Resubmit the transactions only launches a new inventory transaction worker which also finishes in error.
