New Territory Created in WEB ADI Generates Multi Lines for the Same Attribute

When creating a new Territory in Web adi , and add an attribute (e.g. City) with several values , then upload the Territory details to
the Territory UI, the principal attribute line is generated several times , i.e. getting the attribute City repeated several times,
and got the following error when open the Territory UI  :

'one or more transactions defined more than once'

Example: if we add 3 values for City attribute as Paris, London and Roma, we got 3 lines marked as City attribute, where we expect one line per attribute City and 3 lines for the attribute values.

Steps :
1) Login to the territory UI
2) select any territory and press export , for the node selected alone
3) When the excel file is opened
4) customer removes the exported territory
5) then create a new territory , could be a copy from the existing one , then change the territory name
6) add the 3 lines for the City attribute with different values
7) upload for flagged lines or all lines
8) now when you display the territory uploaded in Territory UI, the City attribute line is displayed 3 times.
and got the error :
'one or more transactions defined more than once'
