Resident City Tax Withholding But Not Displaying On Statement of Earnings (Doc ID 1263768.1)

On : US Payroll Tax Issues

Symptom A:
Find Johnstown, Ohio entered as employee's resident city address, but cannot add to City Tax Rules form. The tax is being withheld correctly, but not displaying on the Statement of Earnings (SOE) causing issues with payroll balancing.

Expect the Johnstown city tax to be displayed on the SOE.

The issue can be reproduced at will with the following steps:
1. Run Payroll
2. View SOE - Employee has resident tax defined but not displaying on SOE but withholding

Symptom B:

Withholding City_RS but not showing on SOE or US Gross to Net Summary

We have an employee for whom City_RS is being withheld for Jurisdiction 36-113-0630 but the withheld amount is not being included in the deduction section of his SOE, in the US Gross to Net Summary or in his Tax Balance screen.

It is included in the Tax deduction amount on his SOE and is impacting his Net Pay.
It is also being included in his pay slip. This has occurred for each payroll this year. It is costing. His residence is in Dayton OH 45404 but the employee indicates that he lives outside the city limits and is not subject to this tax.

The issue can be reproduced at will with the following steps:


Gross pay = 930.09

FIT Withheld = 39.81
MEDICARE Withheld = 12.15
SS Withheld = 51.97
SIT Withheld (OH) = 19.27
City Withheld (Tipp City) = 12.57

Total Taxes from Deductions side = 116.50

Tax Deductions on SOE = 142.06

Difference = 25.56
