Deliver To LOV Contains No Value After Disabling Header Defaulting Rule (Doc ID 1264186.1)

You would like to use the 'Deliver To' field on the sales order header form, but the system is not allowing the user to manually select a deliver to location after disabling the defaulting rule for attribute 'Deliver To Org' at the header. The system gives a message: List of Values contains no entries. However if the defaulting rule is enabled , the LOV displays available options.

Why is that?
