PO Output For Communication (POXPOPDF) Performance on PoPrintingUtil.getBlobPDF (Doc ID 1264957.1)

Symptoms

PO Output for Communication (POXPOPDF) report takes very long time to finish. (Sometimes an entire day).
The same issue exists if request is run from request screen, from communicate > print or from  view document option.

When analyzing the trace no performance SQL was found.
In the log of the report can be seen that takes long time to run the request on the PoPrintingUtil.getBlobPDF part.

Steps to Reproduce
1. Go on request screen and select PO Output for Communication report
2. Enter like parameters purchase order number
3. Takes very long time to finish the request, usually a day.
