Timecard Hours And Totals Displayed Without Decimal Point (Doc ID 1264966.1)

Symptoms

On Development, Test and Acceptance instances :  12.1.2 version, Timecard


In Self Service Timecard, enter hours with decimal separator (like 7.5).
After selecting the Save button, hours and total changed to 75.

EXPECTED BEHAVIOR

Expect time to be displayed with decimal separator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) In "Self Service Time" responsibility, Create timecard
2) Used timecard layout is the "Projects layout"
3) Enter Project number, Task number and hours type (derived from the Projects expenditure type)
4) Enter decimal hours, like 7.5
5) After selecting the "save, then" button, the time entered is changed to 75, and Total is displayed as 75.

Due to this issue, users do not see the the hours entered on the timecard correctly.
