How does Credit Check Hold work on different levels? (Doc ID 1264982.1)

We have set up credit check rule at all 4 levels Booking, Picking, Order and Shipping level.

When a new order is placed, the credit check hold is applied, which is correct, but after we release the SO, the credit check rule isn't applied anymore at Shipping level.
