Users that are Registered with iStore Cannot Complete iReceivables Self Registration (Doc ID 1265351.1)

Symptoms

A current iStore user uses the iReceivables Registration Responsibility to register for an iReceivables account.
The workflow notification shows an error in the registration:
        Either this user account is not linked to a valid party in TCA, or it is linked to a record that has not been set up correctly. Please correct the problem and respond to this notification so that user creation can continue.
        Error: User Party Link Is Not A Valid Party Record
