Customer Form, Address Issue: How To Turn On Address Validation in Release 12 (Doc ID 1265462.1)

In Release 11, in the System option form, there is a field called Address Validation in the Tax tab. However in Release 12, this field is no longer exposed in the form, and querying for it via sqlplus shows that it is set to NO_VAL.

How do you turn on Address Validation in Release 12?
