Users are Syncronized from Active Directory to OID successfully, but not Provisioned from OID 10g to the E-Business Suite (Doc ID 1266841.1)

User provisioning between OID 10g and the E-Business suite was working without issue. However after relinking the FND library and compiling invalid packages in the E-Business suite database, users created in active directory are synchronized into OID, but these users are not provisioned to E-Business suite.

The ODISRV processes is running and there are no errors being written when the problem occurs.

Expected Behaviour

Expect the OID users to be provisioned into the E-Business suite
